Job Title Quantity Surveyor Function Contracts & Legal Head Office / BU Business Unit Grade 9/5 to 10/5 Location TBD Reports To Senior Quantity Surveyor Direct Reports Assistant / Graduate Quantity Surveyor Creation Date 16/07/2014 1. Job Purpose - The main purpose of the Quantity Surveyor’s job is to execute quantity surveying activities in an efficient and timely manner 2. Principal Accountabilities - Bidding stage (For QS working with the Estimation Department): - Prepares accurate and timely bill of quantities according to the required format - Identifies missing or duplicate items in the client-provided BOQ, and brings them to the attention of superiors - Prioritizes and quantifies major items/long lead quotations required for enquiries - Execution stage : - At project launch, prepares accurate and detailed bill of quantities especially for re-measured contracts - In the context of preparing detailed quantity takeoffs, prepares the “packages” and communicates them to Procurement - Continuously updates the bill of quantities based on construction developments, including VOs, completion of detailed design, etc., and passes on the updated quantities to all concerned (primarily Operations, Procurement, and Cost Control) - Provides assistance to Operations in the substantiation and documentation of variation orders and claims - Reviews and replies to all correspondences regarding payments and variations with subcontractors / suppliers - Provide support to Project Senior Quantity Surveyor in the preparation of payment applications in the Main Contract - Prepares all payment applications and variations of subcontractors / suppliers - Gathers and verify all data and documents on Site and from other departments for main contract payments, variations and financial part of claims with clients - Assists in the preparation of the commercial part of claims and reports� - Studies the subcontractors / suppliers' payments and variations' status - Regularly updates the Senior Quantity Surveyor / Project Commercial Manager on the progress of works - Researches software packages and other tools that can improve the efficiency and accuracy of quantity surveying - Contributes to the institutionalization of ESEC’s quantity surveying knowhow 3. Communications and Working Relationships - Reports to and supports the Senior Quantity Surveyor on all issues related to quantity surveying - Coordinates with Operations, Procurement, and Cost Control on updating bill of quantities - Supports Operations in the substantiation of VO - Interacts with and manages direct reports and operational issues on a daily basis 4. Knowledge, Skills, and Experience - Bachelor in Engineering, plus relevant technical certificates - Excellent leadership, interpersonal, and communications skills - Minimum 2 years experience in Quantity Surveying in a comparable sized operation to ESEC - Good knowledge of international principles of measurement - Good knowledge of variations and claims mechanisms / practical cases - Excellent numerical and IT skills - Experience in the Middle East is a strong plus - Fluent in English and preferably Arabic language 5.
