• The Proposal Manager - PPP Projects is responsible for complete development and submission of proposals for PPP projects.
• Lead and manage the tender study from the purchase of the tender documents until the submission of bids (BOT/PPP/PFI Projects), and then the handing over to the PMO in case of award.
• Study and evaluate all the tender documents and clauses.
• Prepare a project brief presentation for the executive management.
• Develop an action plan to distribute the responsibilities with due dates to the concerned persons as per the tender requirements.
• Ensure that the assigned persons to the tender has fully understood the project scope/purpose, and update them with any new information.
• Coordinate with the client for arrangement of the site visit and clarifications.
• Review direct and indirect costs.
• Monitor proposal development process by attending proposal status meetings, and raise flag if RFP requirements are not being fulfilled.
• Identify and evaluate the risks to be considered in the proposal.
• Develop a final review presentation for the executive management.
• Ensure the proposal covers all the requirements, from the RFP, before submission.
• Finalize and document the lesson learned after getting the bid results.
• Draft, negotiate and manage joint ventures, consortium, MOU and other agreements in collaboration with the Contract/Legal Department.
• Identify and select partners (technical and/or subcontractors), if required.
• Provide the RFP document to the partner(s), with an outline of the inputs required from them, and ensure they have the capability and they understand and agree to the inputs to be submitted.
• Monitor the progress of the partner(s) during the bid phase to ensure that the agreed inputs are being met and that all deliverables are being submitted on time and to the required quality.
• Ensure that the partner(s) bid is competitive in relation to cost.
• Ensure that the partner(s) meets all Health, Safety, Environment and Quality requirements.
• Assist with bid documentation preparation, ensuring that the partner(s) deliverables are included in the final bid submission.
• Assist and participate in the establishment and the improvement of the SEB’s capabilities (initiatives, processes, procedures, assisting colleagues, etc.) and Al-Ayuni in general.
• Constantly enhance his skills and develop himself by participating in educational opportunities; reading professional publications; maintaining personal networks.
• Uphold the highest ethical and professional standards for honesty, integrity, respect for others, positive attitude and prevent corruption, including bribery, at all times.
• Adhere to high level of communication, cooperation, consensus building, clarity, and transparency.
• Quality and comprehensiveness of the proposals.
• Submission of proposals on time
• Gaining access to clients, thru emails, cold calling, personal visits and utilizing network.
• Getting access to accurate and reliable market intelligence thru subscriptions and meeting industry experts.
• Following up with internal departments that all licenses and certifications are up to date.
