- Work with department heads and budget staff to prepare the departments' annual budgets.
- Formulate and convey detailed recommendations for annual budgetary proposals, and formulate recommendations for budgetary allowances.
- Initiate and prepare the rolling 12 months cash flow forecast reports.
- Prepare analysis of budget variances and forecast expenditures for departments. Monthly reviews to determine if the appropriate percentage of the budget has been expended. Managerial financial statements prepared on a monthly basis to reflect budgeted revenues and expenditures, actual revenues and expenditures, and a comparison of prior year revenues and expenditures.
- Review and supervise final publication of the budget document.
- Make presentations and respond to questions concerning previous and proposed budget detail.
- Participate in the development of financial planning strategies, and revenue analysis.
- Analyze costs in relation to services performed and prepare recommendations for budget revisions.
- Facilitate development of the budget policy, trend analysis and forecasting involving past, current-year and multi-year review of expenditures and revenues.
- Facilitate the development and implementation of enhanced and innovative budgeting techniques.
- Coordinate the monitoring of budget execution and monthly reporting & year-end fiscal closing.
- Communicate budget policies, procedures and outcomes to departments, and other interested parties.
- Review and revise the budget manual, policies & procedures.
- Identify training needs for his team and assign them to corresponding courses.
- Evaluate the performance of his/her direct subordinates, review and approve the perfomance evaluations prepare by his subordinates for their teams.
