JOB PURPOSE:
To manage, develop and administer the SANS's OHSE (Occupational Health & Safety and Environmental) management. This includes the development, definition and monitoring of programs to ensure achievement of set environmental targets according to business plan in order to ensure a safe environment to operate in across the organization within set KPIs, agreed budgets and adopted policies and procedures.
Key Accountability Areas Key Activities:
Planning and Strategy
- Contribute to the design and implementation of the department’s strategy and roadmap by providing function-specific inputs
- Establish and implement the function’s operational plans in support of the department’s overall strategic plan and KPIs
- Monitor department’s progress periodically, assess progress of key projects / initiatives and guide team to resolve issues / challenges in achieving the planned objectives
Budget
- Participate in department’s annual budgeting cycle and process
- Contribute to utilizing department’s budget effectively, and report accurately on progress made and challenges encountered
- Investigate and propose implementing strategies that result in positive financial impact for the directorate / department and mitigate financial and operational risks
- Assist Management with the preparation of OHSE plans, targets, budgets based on corporate and legal directives.
Health, Safety and Environment (HSE) Performance Management
- Develop and manage an Occupational, Health and Environment management system with clearly defined indicators to track the performance of systems against established standards;
- Monitor the Occupational, Health and Environment performance of SANS systems, identify deviations and deficiencies, and provide recommendations to ensure SANS objectives;
- Implement and review working practices for controlling workplace hazards
- Provide guidance to SANS Directorates in implementing the technical requirements of the OHEMS;
- Promote incident prevention for the benefit of employees and visitorsو
- Review and validation of Occupational Health and Environment impact assessment studies.
Compliance Management
- Implement and operate SANS Occupational, Health and Environment Management System (OHEMS) according to GACA requirements and international Standards and Best Practices;
- Recommend Occupational, Health and Environment performance standards for SANS systems in accordance with regulatory requirements (“GACA”) and International guidelines;
- Ensure compliance with Occupational, Health and Environment legal requirements as well as ISO14001 and the implementation of initiatives within SANS to enhance the company overall performance;
- Assist in compliance reviews, general risk assessments and other safety assessments to support Health, Safety and Environmental management.
- Ensure that all Health & Safety, Fire, Environmental and Security measures are maintained in accordance with legislation & company procedures.
Training and Promotion
- Ensure delivery of Occupational, Health and Environment training sessions and seminars for SANS Staff to provide regular and refresher training, in line with performance and capability needs;
- Identify employee OHSE training needs and ensure the training is delivered;
- Develop positive attitudes towards OHSE through effective communication;
- Engage internally and with other companies to share best practice and ideas, constantly assessing opportunities for improvement and innovation;
- Provide assistance and advice on HSE issues to make recommendations to facility and environment management;
- Observe HSE regulations, wears all required safety equipment, encourages safe working practices, corrects obvious hazards immediately or reports them to the proper Manager/Director;
- Participate in regional and international conferences to influence occupational health and environmental policy development.
Analysis and Reporting
- Maintain relevant HSE logs and documentation;
- Prepare applicable HSE reports as necessary;
- Participate in incident investigations and Root Cause Analysis;
- Monitor accidents and identify trends, use accidents, incidents and near misses to bring about continuous improvement across the business.
Audit Management
- Audit existing polices, processes and procedures and make recommendations for improvement.
- Manage all internal and external audits for OHSE and ensure training is provided when required.
Policies, Processes and Procedures
- Manage the development and implementation of department’s policies / controls covering all areas of activity so that all relevant procedural / legislative requirements are
fulfilled
- Manage department’s activities to ensure compliance with stipulated policies and procedures
- Lead the management of change through continuous improvement of department’s systems and processes taking into account leading practices, changes in technology, business environment, etc.
People Management
- Manage, guide and assist direct reports to perform their functional operations
- Participate in identifying and recruiting key talent for the department
- Promote a high-performance working environment embracing SANS’s values
