Responsible for all types of contracts for the organization. Developing accurate and proper corporate contract conditions to protect the organization from any claims and to enable project costs to keep within budgets.
Prepares contract terms and conditions. Includes reviewing contract requests from users, checking availability of cost estimates and other key supporting documents, reviewing expected contract period and start date, preparing contract documents e.g. form of tender, instructions for tender, contract conditions, invitation to bidders and all other contract documents etc. Seeks approvals from higher management and the Tenders Committee, prepares scope of work, and all other contract documents
Processing Requests for Purchase (RFP) and Requests for Quotation (RFQ) for services, works and material contracts / purchase orders in liaison with Legal, Insurance, Financial Payments and user departments, preparing plan approvals, processing documents for approval in accordance with the approved line of authority.
Evaluating RFP’s and RFQ and forwarding bids to users for technical evaluation, as necessary, liaising, during the bidding stage or after the issuance of RFP’s or RSQ’s, between users and bidders to obtain commercial or technical clarifications or on the issues of supplementary letters or amendments, preparing and reviewing Recommendations of Award documentation and submitting to the respective approving authority, as required.
Issues invitations to bidders, including fixing last date for tender submission, and explaining how bids should be submitted.
Issues authorization to tender opening committee to open bids. Includes checking prices of bids and providing a written record of same. Endorses, to indicate that the required action has been taken.
Includes commercial evaluations of tenders and participating with user department in technical evaluations, ensuring all organization requirements have been met, classifying bids according to cost, providing input to tender team in deciding which bid to accept. Prepares documentation for notification to successful bidder.
Prepares final formal contract. Includes assembling all documents for signature by the successful bidder.
Carries out other similar or related duties such as liaising with the originating department on difficulties or problems which may arise, relating to fulfillment of the contract.
