• Lead, organize and control Tendering and Contracts Section to meet quality standards and delivery date within Procurement regulations and methods.
• Attend meetings and discussions with MOH, to keep Procurement function clear on the Project plan & time line.
• Work with the BU's to arrange for the plan, expectation and the Procurement way forward.
• Handling the pre- and post tenders related.
• Handling the evaluation committees.
• Monitoring the team performing and reports
• Assist in the Preparation of NHC Procurement strategy
• Preparation and review of spend analysis
• Manage Tender/RFP/RFI/RFQ, negotiation and award for contracts with external stakeholders
• Take up continuous improvement projects for the procurement function.
• Undertake and support tender, negotiation and contract awarding activities
• Support the procurement team in performing spend analysis
• Maintain strong business partnerships with key stakeholders across the NHC Group, and contribute to instilling a culture of trust and transparency with internal and external stakeholders, enabling smooth and constructive business interactions
• Review Tenders requests and obtain clarifications from internal customers if required
• Coordinate with third parties to establish a tender
• Follow up with service providers to ensure that the service/good is provided to the internal customer
• Contribute & fix to the resolution of issues raised by both internal customers and external parties providing services.
• Review and analyze requests to identify risks, liabilities or gaps in information and resolve these issues
